Workaround
1. In the 'Date' attribute on the CSV file, add a time to the date.
- The format is MM/DD/YYYY 12-hour time.
- According to this documentation, the MM/DD/YYYY format is supposed to work properly in the CSV file but it does not. Refer to https://doc.arcgis.com/en/arcgis-online/manage-data/work-with-date-fields.htm
2. In the 'Date' attribute on the CSV file with the format of MM/DD/YYYY:
- When uploading to ArcGIS Online, change the UTC zone to the time zone in which one is currently in.
- California > PST
- Illinois > CST
- New York > EST
