Additional Information
As of ArcGIS Pro 2.7, feature services honor the time zone of each field. This issue is no longer reproducible.Workaround
Create another field and calculate the field to add an offset:
Python: !LaunchDateTime!-datetime.timedelta(hours=8)
Arcade: ToLocal($feature.LaunchDateTime)
