Additional Information

Set a 'custom extent' when defining spatial reference of the map document or if using the ‘Current Visible Extent’ data frame option, be sure to select the correct Transformation option in the Coordinate System tab in Data Frame properties.

Workaround

Do not use 'default extent' when setting spatial reference of the map document. The Mobile geoprocessing tool uses the applicable extent of the spatial reference to create the mobile cache. Set a 'custom extent' and the Create Mobile Cache GP tool will honor it and creates working mobile cache.ORIf using the ‘Current Visible Extent’ data frame option be sure to select the correct Transformation option in the Coordinate System tab in Data Frame properties.
