Workaround

1.) Open the following file: <a href="file://Program" target="_blank">\\Program</a> Files\Esri\Data Interoperability (x86)\xml\gml\xfmaps\gml_keywords.xml2.) Below this already existing line (<keyword name="fguuid:jgd2000.bl"value="2,1"/> ) add a new one for 2011 which tells which axis order the new srs is in: <keyword name="fguuid:jgd2011.bl" value="2,1"/>3.) Below this already existing line (<keyword name="fguuid:jgd2000.bl"value="LL-JGD2K"/>) add a new line which maps the jgd2011 srs name in GML to the newly created custom coordinate system for jgd2011:<keyword name="fguuid:jgd2011.bl" value="LL_JGD2011"/>4.) Save and close the gml_keywords.xml file.5.) Open the following file: <a href="file://Program" target="_blank">\\Program</a> Files\Esri\Data Interoperability (x86)\Reproject\MyCoordSysDefs.fme6.) Add the following custom datum and coordinate system to the bottom of the file: DATUM_DEF JGD2011 \ DESC_NM "Japan Geodetic Datum 2011" \ SOURCE "JGD2000_copy" \ ELLIPSOID GRS1980 \ USE WGS84 \ DELTA_X 0.00 \ DELTA_Y 0.00 \ DELTA_Z 0.00 \ ROT_X 0.00 \ ROT_Y 0.00 \ ROT_Z 0.00 \ BWSCALE 0.00COORDINATE_SYSTEM_DEF LL_JGD2011 \DESC_NM "Japan Geodetic Datum 2011, Latitude-Longitude; Degrees" \ DT_NAMEJGD2011 \ GROUP "LL" \ MAP_SCL 1 \ MAX_LAT 90 \ MAX_LNG 180 \ MIN_LAT -90 \ MIN_LNG -180 \ PROJ LL \ QUAD 1 \ SCL_RED 1 \ SOURCE "ESRICANADA" \ UNIT DEGREE \ ZERO_X 1e-009 \ ZERO_Y 1e-0097.) Save and close the file.This should allow Data Interoperability to recognize the custom JGD2011 coordinate system. Note that this is not to be used for reprojection, but is a way to 'tag' the proper coordinate system to the file.
