Note that ArcGIS 10.8.2 is the current release of ArcGIS Desktop and will enter Mature Support in March 2024 (https://support.esri.com/en-us/products/arcmap/life-cycle). There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. Workaround

Re-project the original data to Web Mercator Auxiliary sphere, ensure to use the NAD_1983_To_WGS_1984_1 transformation. Once re-projected add this layer to a brand new instance of ArcMap and publish it to ArcGIS Online from there. (See attached screen shot of project tool setup)
