Data frames that have layers that were labeled when the Advanced ArcMap Settings option 'Rotate labels with data frame rotation' checked on will always rotate labels on any layer in that data frame, regardless of if the layer was added and labeling applied after the 'Rotate labels with data frame rotation' setting was unchecked.

Workaround

For existing maps, recreate the data frame.You can also change the default for rotating point and polygon labels on the Labeling Options dialog. On the Labeling toolbar click Labeling > Options to open the dialog, then click the General tab and either check or uncheck the Rotate point and polygon labels when data frame is rotated check box in the Data Frame Rotation section.
