Data Driven Pages fail to display page correctly in Best Fit view when the index feature's horizontal or vertical extent is zero.

This works correctly in ArcGIS Pro and is not addressed in ArcMap.Workaround
Create polygons from the index features using the Minimum Bounding Geometry tool. For instance, with the Envelope option, and no grouping. The tool does not create a zero-area polygon but gives the polygon a short width. The polygons can be used as a substitute for the line index features.
