Workaround

Re-project to the data (either vector or raster) and set it to "WGS_1984_Web_Mercator__Auxiliary_Sphere."****************************************************Working with Imagery basemap in WGS_1984_Web_Mercator_Auxiliary_Sphere also resulted in the Projection Type set to unknown and the same GPS activation error. Set the Data Frame Properties to the same coordinate system as the data layers being added to ArcPad prior to creating the GeoTIFF and this resolved the GPS activation error.
