Workaround

  1.  Run the Simplify Line Tool with 0.5m tolerance on the feature class
  2.  Symbolize the simplified feature class with dashed line and the user's style in the .mpk.
Notice that the ArcGIS Server services are displayed correctly.

This workaround is also applicable to ESRI standard dashed symbology styles.
