Additional Information
The tool is acting as designed. It is meant for quick exploratory measures using the currently displayed content, like using the 3D measure tool to get the height of a hill. It is a special-case tool where the volume between the ground surface is calculated in comparison to a flat elevation plane.
For more precise results, use the Cut Fill geoprocessing tool. Note that this tool requires two surfaces as parameters, so a flat elevation plane must be created as a separate data source to the Digital Elevation Model (DEM). Generally, it is recommended to use the exploratory tool to find candidate locations and then switch to one or more geoprocessing tools for final analysis.
The Help documentation will be updated to make sure this is more clear.
Workaround
Use data-driven geoprocessing tools (example: Cut Fill).
