Workaround
- Use the English region setting in Windows when using CustomizeOIS.exe to create custom JSON files for obstruction identification surfaces (OIS) tools.
- Use the obstruction identification surfaces tool on the Aviation Airports toolbar in ArcMap. It has an advanced tab that allows customized surfaces to be created.
