This is as designed. The custom login for an individual app supports user-developed apps hosted in their own environment, not apps hosted on Esri infrastructure such as ArcGIS Instant Apps. This functions as an enhancement request to support individualized customization of the sign-in experience for Esri-hosted or Esri-developed apps. No ETA.Steps to Reproduce
