Custom thumbnails are overwritten in Portal for ArcGIS when publishing map services with the 'overwrite' method to a federated ArcGIS Server site.

Additional Information

This behavior is intentional and works as designed. When a service is overwritten, the thumbnail is also overwritten. This is by design.

Workaround

Apply the custom thumbnail at the map service level in ArcGIS for Server rather than at the item level in Portal for ArcGIS. Follow the steps below:1. Sign in to the ArcGIS Server Administrator Directory, and navigate to 'services'. Select the service in question, and go to iteminfo > upload.2. Populate 'Folder' as: thumbnail.3. For the file, select the custom image to be used as the thumbnail, and select 'Upload'.4. Once uploaded, select 'edit' from the iteminfo page.5. Change 'thumbnail.png' to the name of the image that is uploaded. Do not modify the folder name, 'thumbnail'. The line appears as the following:"thumbnail": "thumbnail/CustomImage.png", and select 'Update'.6. Sign in to ArcGIS Server Manager, and view the service status to confirm that the thumbnail is updated.7. Overwrite the service by publishing from ArcMap, and the custom thumbnail is present when looking at the item information in the Portal for ArcGIS site.
