It gets fixed with (a) the Utilities\Printing Tools in 10.6 ArcGIS Server and (b) when a printing service is published from ArcGIS Pro But it is a known limit with pre 10.6 Printing Service or with printing service published from ArcMap to a 10.6 ArcGIS Server. https://support.esri.com/en/technical-article/000009397 https://community.esri.com/thread/46760
