Workaround

As a workaround, save the custom symbols in ArcMap 10.2 by following these steps:-Double-click the custom symbol to open up the symbol selector window.-Click Save as and name it.-Copy this saved symbol in ArcGIS 10.3 and it appears correctly in 10.3and save it in style file and bring it to ArcMap 10.3
