Additional Information

The issue is with the service used. We tested a few more layers and it works fine.

Workaround

Add a map service with an individual layer URL. (e.g. <a href="https://gisdata.dot.ca.gov/arcgis/rest/services/SB1/SB1_Projects_11/MapServer/4" target="_blank">https://gisdata.dot.ca.gov/arcgis/rest/services/SB1/SB1_Projects_11/MapServer/4</a>)
