To create dimensions where the arrows point away from the extension lines, use an arrow marker symbol pointing to the left. Edit the Starting point symbol and Ending point symbol in the dimension style and either insert a shape from a font containing a left-facing arrowhead or insert a shape from an SVG file with an arrowhead pointing to the left. Refer to the Dimensions in ArcGIS Pro documentation for information on inward- and outward-facing dimensions: https://pro.arcgis.com/en/pro-app/latest/help/data/dimensions/dimensions-in-arcgis-pro.htm
Refer to the Marker symbol layers documentation for information on how to insert a custom shape marker: https://pro.arcgis.com/en/pro-app/latest/help/mapping/layer-properties/marker-symbol-layers.htm
