Custom roles that contain the General Permissions >Premium Content and Services > Imagery Analysis permission and the default Facilitator role do not appear as compatible Member Roles for Creator and Advanced User Types since the ArcGIS Online November 2024 Release/Update.

Workaround
Upgrade your users with the Creator user type to Professional or Professional Advanced. Or, remove the Imagery Analysis privilege from the custom role.Steps to Reproduce
