Custom parameters are dropped in requests from ArcGIS Pro to Web Map Tile Service (WMTS) services used in the organization's custom basemap gallery group if the web map is authored in ArcGIS Online and Portal for ArcGIS Map Viewer.

Additional Information
This issue is fixed in ArcGIS Pro 3.4.Workaround
Use ArcGIS Online or Portal for ArcGIS Map Viewer Classic instead. The basemap loads successfully in ArcGIS Pro because it sends Web Map Tile Service (WMTS) requests complete with the 'key' custom parameter.
