Additional Information
This is a known limit for Portal for ArcGIS Map Viewer Classic when ArcGIS Enterprise is in read-only mode. Administrators can make use of the information banner and/or access the notice functionality to improve messaging about read-only mode in this case.Workaround
Use Portal for ArcGIS Map Viewer instead of Portal for ArcGIS Map Viewer Classic.
