Custom data variables created in ArcGIS Business Analyst and configured to have 'Summary Type: Average' and 'Weight: Area' in the Aggregation section of the Configure Variables pop-up window produce zeroes (0) in the output analysis or no data at all.

Workaround
In some instances, changing the summary type to 'sum' as opposed to 'average' in the Configure Variables window produces an output. Additionally, indicate that it is an average taking into account another field.
