Additional Information
The Expand Feature Classes and Tables option applies to feature classes and tables that are related to the input datasets. For stand-alone tables that are not related to input datasets follow the note under the topic 'Replicate all data' in the following link: https://pro.arcgis.com/en/pro-app/latest/help/data/geodatabases/overview/prepare-data-for-replication.htm.
In ArcGIS Pro 3.1, there is an option in the advanced section of Create Replica geoprocessing tool for all records for tables.
Workaround
Reproducing the workflow in ArcMap successfully replicates the table.
