Additional Information

This issue is caused by Windows linking the internal server hostname to the Internet Protocol version 6 (IPv6) localhost address (::1) by default when Internet Protocol version 6 (IPv6) is disabled.

Workaround

  • Enable Internet Protocol version 6 (IPv6).
  • Add the DisabledComponents registry value as outlined in the following Windows Server KB article (https://learn.microsoft.com/en-US/troubleshoot/windows-server/networking/configure-ipv6-in-windows) and set the value to 0x20. Once the server is restarted, Windows links the internal hostname of the server to the regular Internet Protocol version 4 (IPv4) address and the publishing process works as expected.
