Creating an Auto-Focusing Real-Time Operations Dashboard in Portal for ArcGIS 10.6.1 does not automatically focus on the details of the latest event in the map viewer when using a polygon layer.

Additional Information
This is a known limitation with Enterprise 10.6.1. Significant improvements were made with Enterprise 10.7 to do a better job respecting all actions when the dashboard loads.Workaround
Click Off on Auto Zoom, and then click On.
