Creating a table in Oracle using an Oracle client (for example, SQLPLUS or SQLDEVELOPER) with the ST_GEOMETRY data type takes considerably longer than creating it with the SDO_GEOMETRY storage.

In our research to improve this, although we are able to improve things a little bit, it comes with a lot of risk due to how the ST_Geometry type is implemented.
