Creating a Spatial ETL Tool fails with "File Error! Could not open file C:\temp\fmetool-a03372.fmw".

Additional Information

Was Unable to repro with 10.1 so the FME 2012 code drop must of fixed this issue.

Workaround

The problem was not the vertical coordinate system. Per Laura at Safe, the problem is trying to create a new Spatial ETL Tool in a new toolbox, before the toolbox is initialized.The workaround is to create the new toolbox, then click on the plus (+) sign next to the name of the toolbox in ArcCatalog, before creating the new Spatial ETL Tool in the toolbox.
