Additional Information
This is a known limitation with the Wininet client used to handle internal communication with ArcGIS Server during the create site process. When the PKCS key exchange is disabled, the Wininet client only uses TLS 1.0. Since TLS 1.0 is disabled by default, the create site process fails. Instead of disabling the entire PKCS key exchange, a workaround is to disable the individual PKCS cipher suites.
Workaround
Use Windows 2016 or enable the PKCS Key Exchange.
