Workaround
1) Change the “SQL Server (SQLEXPRESS)” Windows Service to be run as Local System account instead of Network Service account.2) Give the <a href="file:D:/data" target="_blank">D:\data</a> folder full permission to this account/group: SQLServerMSSQLUser$<machinename>$SQLEXPRESS
