Bug
Creating a new edit in ArcGIS Web AppBuilder with Latvian time set on Windows, the Latvian time format set in attribute fields, and Portal for ArcGIS 10.9.1 set to English does not honor the format of dd.mm.yyyy during the edit creation.

ArcGIS Web AppBuilder, as part of ArcGIS Enterprise, is considered deprecated as of March 2023.Workaround
At the moment, this is a limitation, if not an expected behavior. There is no known workaround.
