This issue is addressed in ArcGIS Pro 3.7.Workaround
Uncheck the 'Z Snap' check box in the Editor Settings dialog box. Refer to ArcGIS Pro: Enable Z snapping (https://pro.arcgis.com/en/pro-app/latest/help/editing/change-snapping-settings.htm#ESRI_SECTION1_EA7800D58632404EB126D42636DDD767) for instructions.
