Workaround
To address the issue of being able to repackage the KMZ, the user should be informed that a solution is to open the NL document in GE, wait for it to fail, then edit the NL properties to change the hostname in the URL and save the NL in GE. This will create a KMZ document that can then be uploaded to the server to replace the existing non-functional one.
