Workaround

Workaround:Follow the steps 1-2 to create the new mxd with two shapefiles OR use the CompleteData2Lyrs.mxd from the attachment.1) Create a new map document.2) Add 'Firsthalf.shp' and 'Secondhalf.shp' to the map document and save it as 'CompleteData2Lyrs.mxd'. To create the data subsets: a) Open CompleteData.mxd. b) Go to 'Selection' -> 'Select By Attributes'. Make a selection of features whole FID < = 97456. Export the selected features into a new shapefile 'Firsthalf.shp'. Now reverse the selection and export the features in another shapefile 'Secondhalf.shp'.3) Go to ArcCatalog and open the tool 'Create Mobile Basemap' under 'Mobile Tools'.4) Browse to CompleteData2Lyrs.mxd for the map document and point the Output folder to 'Basemap' or any other suitable folder.5) Run the tool. The tool works as expected without any errors. (Screenshot is attached)
