Additional Information

This is as designed. The country code is not returned if it is not a part of the actual data. Mapping the County or Region field to '' and mapping a field that contains the value in the data make the locator return the country code as expected. It is a bug in ArcGIS Enterprise 10.6.1 and ArcGIS Enterprise 10.7.1 that returns the Country Code even though it is not in the data. This issue is fixed to not return the value if it does not exist in the data.

Workaround

Set the Country_code parameter to 'as defined in data', create a field that contains the country code value and field map it to the Country parameter when creating the locator in ArcGIS Pro.
