In ArcMap, any element that is copied and pasted to the same layout shifts in position when pasted. Previously, ArcGIS Pro 2.5 pastes element in the exact same position. A bug is logged for this ArcMap equivalency issue in an enhancement bug.Therefore, what is described in this issue is an expected behavior.Steps to Reproduce
