Copying a dashboard from one organization to another with ArcGIS API for Python in ArcGIS Online returns the error message, "Item Create Exception" when the source file geodatabase is uploaded from a ZIP file.

Workaround

Publish data from the file geodatabase as a web map in ArcGIS Pro, and use the web map to create the dashboard.
