Workaround

1. Start ArcMap and and open RepCopyPaste.mxd2. Start an editing session and select two features with different road-names. From the editor menu, open the attributes dialog and right click one of the roads and choose copy and right-click the other and select paste. The attributes now gets copied from one to the other as expected3. Stop editing the editing session without saving so that you can perform the EXACT same operation again. Right click the layer and choose Convert Symbology to Representation4. Start editing and repeat step 2. As you will see the attributes does not get copied as it should.5. Stop editing and start ArcToolbox and use the Drop Representation tool to remove the representation you just added again.6. Start editing and perform step 2 again. Now it works.
