This is as designed due to how the COGO tools in ArcMap only recognize text based fields http://desktop.arcgis.com/en/arcmap/10.3/manage-data/creating-new-features/about-cogo-descriptions.htm#ESRI_SECTION1_DC2ED93DE1954384AFCDC6324D257F27. Also, this has been changed in ArcGIS Pro to use Double fields. Refer to Enable COGO tool in ArcGIS Pro: http://pro.arcgis.com/en/pro-app/tool-reference/data-management/enable-cogo.htm
