Workaround

1. Make a copy of the old tiling scheme and remove conf.xml in the cache folder2. Stop/start service and service thinks its not a cached service3. Go to caching tab and point to the renamed xml file to load the tiling scheme4. Press OK and click NO to create tiles.5. Stop/Start service and now it gets a new 9.4 conf.xml file6. Now use convert tool and it successfully converts the cache.
