'Convert Map Server Cache Storage Format' tool creates blank white tiles for scale levels that were intentionally not created in the original exploded cache. For large geographic areas, this is causing the tool to run longer than simply building a new compact cache.

Additional Information

This is a known limitation of convert tool in ArcGIS Server 10.0 and has been addressed in ArcGIS Server 10.1

Workaround

Use Export tool to convert the cache storage format by selecting only the scale levels where cache is present. The tool can also convert cache based on a Feature class extent
