The elevation layer is not a valid listed type. Refer to the following link for more information, https://developers.arcgis.com/rest/users-groups-and-items/items-and-item-types.htm.

Workaround

  1. Add the elevation layer's URL from the item details page in ArcGIS Online to Portal for ArcGIS.
  2. On the Content page, click Add Item from Web.
