This issue is addressed in ArcGIS Pro versions 3.1.8, 3.2.5, 3.3.6, 3.4.3, and 3.5, as well as ArcGIS Enterprise 11.5.Workaround
Use shared services. ArcGIS Pro can be used to disconnect remaining records in the process table.
