Additional Information
When working with duplicate layers in templates, it is expected that only one set of unique variables can be applied to the layer. Any changes made to one will reflect in the other, since duplicates refer back to the same source layer. In the 2024 R3 ArcGIS Online release, templates receive an update that more accurately reflects this expectation in Field Maps Designer.
Workaround
Instead of duplicating the layers, use view layers instead to provide a more cohesive workflow.
