Taken from BUG-000106664 and confirmed working in 11.5, 11.3 and 11.1:
1. Stop Portal.
2. Using a text editor open <C:\Program Files\ArcGIS\Portal\framework\runtime\tomcat\conf\catalina.properties>
3. Comment out:
http.proxyHost =
https.proxyHost =
http.proxyPort =
https.proxyPort =
nonProxyHosts =
4. Save catalina.properties file
5. Using a text editor open <C:\Program Files\ArcGIS\Portal\framework\etc\portal-config.properties
6. Comment out:
http.proxyHost =
https.proxyHost =
http.proxyPort =
https.proxyPort =
nonProxyHosts =
7. Save portal-config.properties file.
8. Start Portal service.
9. Log in to Portaladmin.
10. Select System->Properties->update.
11. Remove the forward proxy json settings or update them to include the portal hostname in the nonProxyHosts.
12. Select Update Properties. (this updates it in the internal postgres db)
