ConfigureIIS.exe, when launched from the .Net web adaptor install is unsigned and cannot be installed in in situations where signed executables are required.

Fixed in ArcGIS Web Adaptor 11.1.

Workaround

Silently install the web adaptor. A silent install will not run ConfigureIIS.exe.

a. Manually enable IIS components: https://enterprise.arcgis.com/en/web-adaptor/latest/install/iis/manually-enable-iis-and-required-components.htm

b. Open a windows command prompt

c. Cd /Path/to/setup/files

d. Setup.exe /qb accepteula=yes vdirname=[whatever you want to name the web adaptor instance]

The web adaptor will install and be may be configured as normal

The SHA256 checksum for the 10.9.1 version of ConfigureIIS.exe is:

Validate the checksum of this file to ensure its integrity.
