Feature label weights are unique to Maplex and are not supported in vector tiles. Refer to https://pro.arcgis.com/en/pro-app/latest/help/mapping/map-authoring/labeling-in-vector-tiles.htm for more information.Workaround
Use label priority and label buffer to avoid conflict.
