Compared to the web map in ArcGIS Online, the 'OpenStreetMap' basemap service has low detailing and sharpness within ArcMap and ArcGIS Pro.

Additional Information
ArcGIS Pro supports the drawing tile services at the intermediate scales while the web map viewer does not support it. At in between scales, resampling occurs while at exact scales, the maps are identical.Workaround
Use the 'OpenStreetMap' vector basemap.
