Additional Information
Compact caches show missing.png successfully when tiles are requested within mapextents. When tiles are outside mapextent it gives HTTP404 correctly.Workaround
- Create an exploded cached map services in ArcGIS for Server 10.2.2.- Alternatively, use ArcGIS for Server 10.2 or 10.3 to create a compact cached map service.Steps to Reproduce
