There are no plans to provide a fix for this issue since there is an easy workaround, and this is not a common scenario. Refer to the workaround mentioned in the BUG.Workaround
Set "<a href="file:C:/Program" target="_blank">C:\Program</a> Files\ArcGIS\Server\com\esriSystem.olb" as the registry Value Data of the "(Default)" registry key at HKEY_CLASSES_ROOT\Typelib\{5E1F7BC3-67C5-4AEE-8EC6-C4B73AAC42ED}\a.3\0\win32
