Workaround

Workaround 1:

1. Import the map document (MXD) into ArcGIS Pro.

2. Publish the map to ArcGIS Server.

The color map is correctly maintained.

Workaround 2:

1. Publish the map service from MXD.

2. Within ArcGIS Server Manager, switch the ArcMap-based runtime to the ArcGIS Pro-based runtime (available with ArcGIS Server 10.9).

The color map is correctly maintained.

Workaround 3:

1. Import raster into ArcGIS Pro.

2. Convert symbolization to the Unique Value renderer (color is maintained but not in ArcMap).

3. Modify the color.

4. Publish to ArcGIS Server.

The color map is correctly maintained.
