Additional Information
On iOS, uncheck the option for showing time for the date field in the pop-up configuration to edit the year separately. Apple displays the lack of year when time is present on their developer site: https://developer.apple.com/design/human-interface-guidelines/ios/controls/pickers/Workaround
Use Collector for ArcGIS (Classic) for Android (Collector or Beta), or enter the desired year via ArcGIS Online.
